Registered sex offenders in Miller County have to report to the Bi-State Justice Building in Texarkana for a mandatory counseling session on Halloween night.

The session will run from 6 p.m. to 9 p.m. Saturday. The counseling has taken place the past five years for registered sex offenders from Bowie and Red River counties in Texas.
